2027 Optional deliverables: Price per deliverable will be determined by applying the price adjustment formula as outlined in CO‐115786‐AAS+ Special Provisions article 6.5.
Period of Performance: 2026 BASE: First iteration start in August 2026 to 31 December 2026, with the possibility to exercise following options: 01 January 2027 to 31 December 2027
Required Security Clearance: NATO SECRET

Introduction:
- NATO Communications and Information (NCI) Academy develops and delivers NATO Technical and operational training on a variety of communications and information's systems (CIS). In response to the increased demand for tactical radio training and the desire to diversify the workforce while maintaining the quality of training provided, the NCI Academy is soliciting commercial industry for interest and ability to support the preparation and delivery of Ultra
High Frequency (UHF) Tactical Satellite (TACSAT), High Frequency (HF) and High Capacity Deployable Line Of Sight (DLOS) radio training. The selected supplier shall make available a contractor capable of providing the services specified in this Statement of Work, adhering to the intent to obtain Tactical Radio subject matter expertise who can prepare and deliver NCI Academy curriculum to the standard expected of a NATO CIS Technical Instructor. - The work shall include coordination with the NCI Academy Tactical Radio or High Capacity DLOS Subject Matter Experts (SMEs), as well as onsite preparation and delivery of UHF TACSAT, HF and LOS training to customers from the NATO Command Structure, NATO Force Structure, NATO member states and select partner nations.
The main objective of this Statement of Work is to deliver specialized training services as outlined below. The instructor will be responsible for executing the following deliverables:
- Training Coordination: Collaborate with NCI Academy Tactical Radio and High Capacity DLOS Subject Matter Experts (SMEs) to align training content with academy standards.
- Course Delivery & Execution: Prepare, conduct, and manage the full training lifecycle for Tactical Radio and High Capacity DLOS systems, including setup, instruction, and post-training activities.

The Tactical Radio courses covered under this agreement are the following, as defined in the
NCI Academy Catalogue (https://catalogue.academy.ncia.nato.int/):
- A0026 - High Capacity DLOS Operator / Technician
- A0037 - UHF TACSAT Basic Operator
- A0038 - UHF TACSAT Applications & Database Manager
- A0050 - HF Operator
Training Material
Tactical Radio training materials shall be managed by the Tactical Radio or High Capacity
DLOS SMEs and made available to the service provider (instructor) during course iteration
preparation, delivery and recovery.
Expected Performance
The contracted deliverables will be evaluated for the entire first iteration and then at least twice a year during
delivery on each subject area to which they are assigned. Evaluations are conducted by the Tactical Radio or
HCDLOS SMEs, Section or Branch Head, and / or Quality Assurance representative. Observations and results
will be recorded using the NCI Academy Instructor Observation and Evaluation Form (Annex C). A copy of the
completed form will be provided to the contracting firm, with a successful contractor achieving an average
instructor rating higher than 4 and no individual competency rating lower than 3.
Course iterations
● All of the learning objectives shall be covered according to the course syllabus.
● Academy approved course material shall be used.
● Individual feedback on formative assessment shall be provided to students.
● Customer satisfaction feedback on instructor delivery shall maintain an average score of at least 4 out of 5.
● Recommendations for continuous improvement of the course.
● The iterations will run as a hybrid solution, having the service contractor running the course at all time with one permanent Academy instructor.
Course updates
● The training materials shall be updated with the Tactical Radio SME to ensure consistency as and when
required.
Coaching and mentoring
● A pro-active approach to engage with and advise students to ensure value-added learning support throughout course iteration delivery.
Course iteration confirmation and cancellation policy
The course iteration will normally be confirmed between 6 weeks prior to the scheduled iteration. Arrangements shall not be made until the course has been confirmed.
The course iteration schedule (Annex D) is setting a baseline for planned and contingency iterations and it could be subject to changes.

Qualifications
Essential qualifications and experience:
This work requires Tactical Radio Instructor(s) with the following qualifications and experience:
- NATO SECRET security clearance, provided by the National Security Authority and valid at the time of submission of the bid and covering the period of the contract.
- Advanced knowledge of current NATO UHF TACSAT, HF and LOS waveforms and modes of operations.
- Advanced knowledge of NATO operating procedures relevant to current UHF TACSAT, HF and LOS operations.
- Advanced knowledge of the AN/PRC-117F and PRC-150 radio operation and maintenance, to include antennas and ancillaries.
- Experience with development of technical documentation, training materials, instructional and learning aids.
