Introduction:
- The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. In the light of these activities, the NCI Academy is looking to outsource the delivery of Joint targeting system /FAST Data manger training, JTA/FAST combined user training and Joint targeting system user training, as well as the development of maintenance updates of the training materials. The contractor shall make available personnel capable of providing the services specified in this Statement of Work (SoW). The intent is to obtain the services of an expert who can deliver training and update training materials relevant for the courses mentioned above.
- The work shall involve training delivery to customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partners-for-Peace units and shall be conducted at the NCI Academy in Oeiras, as well as mobile training team (MTT) in any of the NATO or National locations listed in Annex A.
The main objectives of this statement of work can be summarized as follows:
- Successful delivery of training iterations at the NCI Academy in Oeiras and as Mobile Training Team events
- Successful adaptation and updating of training material based on student feedback and instructor adjustment as delivered by the latest version the given system updates available at the NCI Academy in Oeiras.

Training Courses
The training iteration preparation and delivery shall be carried out at the NCI Academy Oeiras location, and at NATO and National Headquarters, with the host authority providing the training environment and access to the relevant application. The service contractor is tasked to initiate this preparation of the environment upon confirmation of the course execution (normally 6 weeks prior). The Service contractor is responsible for initiating and liaise hereunder plan any preparation needed to deliver the course.
The portfolio of courses covered under this agreement are the following courses (which includes the supporting Course Control Documentation, course schedules, training materials and assessments), as defined in the NCI Academy Catalogue.

Training Material update:
It is expected that ongoing adjustments and updates based on student feedback, Quality Assurance (QA) quad, instructor observation and Section Head AirC2 input are incorporated and updated in the current training materiel and CCDs. This is considered an integrated part of delivering a course iteration referred to as adaptation and maintenance. Below, this part of the deliverables is stated separately for the purpose to flag this independent deliverable. In reality, it is expected that the any course will be maintained and updated including CCD to match latest standard, versioning incl. teaching material update, presentation and incorporated feedback from Q and A and students.
Update to include but not limited to:
- New screenshots added in training material
- Student presentation are reflecting current versioning and training standard
- Pre work material is updated to reflect latest learning objective.
- The contractor shall be required to work both on-site at the NCI Academy in Oeiras and at the customers' sites.
- Travel arrangements shall be the responsibility of the contractor and travel costs are included in the iteration price.
- If the contractor should leave prior to the end of the contract, it is the responsibility of the service contractor to ensure that there is a suitable replacement, which is agreeable with NCI Academy, and the orientation of the new contractor is the responsibility of the service contractor.
- The contractor shall work under NCI Agency AAS contract for the NCI Academy in Oeiras, Portugal. He or she will work under the direction and guidance of the FS section head or their designated representative.
- The NCI Academy will provide the service contractor with access to the Academy learning environment and business tools as required.
- The Agency will provide the service contractor with a Reach laptop.
Qualifications and Experience:
This work requires an instructor with the following qualifications and experience:
- The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract
- Fluent in English and must be able to read and write technical and user documentation.
- Advanced knowledge of JTS, FAST System combined with in-depth experience of course delivery towards user and operators of the system mentioned.
- Deep knowledge and experience of NATO's doctrine and standards relevant to Common Operations
- NATO CIS Technical Instructor or equivalent qualification preferred.
- Knowledge and experience with NATO Command Structure and NATO Force Structure
- Experience with development of technical documentation, training materials and instructional aid
- Experience working in an International environment with Military and Civilian elements.
- Knowledge and experience with NCI Agency
- Knowledge of ICC
- Knowledge and experience with the NCI Academy
- NATO CIS technical Course Developer or equivalent qualification.
- Knowledge of and experience with other existing NATO C2 and Functional Services (MCCIS, LC2IS, INTEL FS, etc.)
- Operational experience to perspective the user courses to real world scenario.
Level 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking
(2); Reading (3); and Writing (2) or according to Common European Framework of Reference
for Language level B2-C1/Upper Intermediate-Advanced level)
