- To strengthen the Alliance through connecting its forces, the NCIA delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances' business processes (to include provision of IT shared services) to the
NATO HQ, the Command Structure and NATO Agencies. - The NATO Business Application Centre (NBAC), as part of the NCIA, and in line with the Agency's Charter and its Cloud broker role, is to provide Business Applications Capabilities & Services to the Agency, and across NATO Enterprise, and ensure their harmonization rationalisation, and coherence, with the aim to enable overall efficient day-to-day operations, support transparency, and foster internal control.
- In the light of these activities, NBAC (hereafter referred to as the "Purchaser") is seeking the procurement of consultancy services as deliverables based contract to support with Oracle EPM expertise for the activities related to project NCA019230 Corporate Planning Tool.
- The NATO Communications and Information (NCI) Agency is implementing an Enterprise Performance Management (EPM) solution, with Oracle Fusion Cloud EPM identified as the preferred tool. The purpose is to modernize and centralize corporate planning, enhance data quality, improve reporting, and align planning capabilities with
strategic goals. - To support this initiative, the Agency requires the services of an Oracle EPM Functional Expert with strong experience in cloud-based Oracle EPM implementations within complex, security-sensitive environments.
- Align Oracle EPM modules with NATO's financial and planning processes (including MYIP, IIT, and A2I)
- Ensure stakeholder needs are met across budgeting, forecasting, scenario modelling, and reporting
- Support functional adaptation of business processes to Oracle EPM Cloud capabilities
- The Oracle EPM Functional Expert will support the successful design, configuration, implementation, and adoption of Oracle EPM Cloud, in alignment with the broader objectives defined in the NATO project NCA019230 Corporate Planning Tool and in collaboration with the selected external vendor that will perform the implementation.
- The full implementation of Oracle EPM will be performed by an external vendor; the Oracle EPM Functional Expert will represents the Purchaser needs and collaborate with Purchaser resources in support of the external vendor's effort.
- Under the direction / guidance of the local NCIA Point of Contact or NBAC Analytics and Core
Business Application Head, the contractor will support the following:- Collaborate with business stakeholders to gather and analyse financial planning, budgeting, forecasting, and consolidation requirements
- Functional requirements analysis and validation
- Solution design workshops
- Fit-gap analysis against NATO business processes
- Configuration and functional setup of Oracle Cloud EPM modules
- Validation of business process documentation provided by the external vendor
- User acceptance testing (UAT) activities
- End-user training and functional documentation production
- Post-go-live support during the hypercare period
- Implementation and configuration of Oracle EPM Cloud applications (e.g., Planning, FCCS, ARCS, EDMCS, etc.).
- Configuration of metadata, business rules, forms, dashboards, and reports in EPM applications.
- Act as a liaison between Finance and IT, ensuring solutions meet business objectives and technical standards.
- Stay up-to-date with Oracle EPM Cloud updates, roadmap, and best practices.
- The services related to the activities above will be delivered in Sprints, and the measurement of execution for this service is sprints, with each sprint being planned for a duration of 5 working days
- The content and scope of each sprint will be agreed during the sprint-planning meetings as covered in this section 4.
Location of performance:
- The contractor's personnel shall support the NCIA on-site for up-to 3 days in the primary location NCIA Brussels, Belgium or in the additional performance location NCIA Braine-L'Alleud, Belgium premises. Contractor can provide services through teleworking from the duty location for up-to 2 days of the remaining time. The Teleworking performance could be increased depending on status of the project with
agreement of the line manager. Should this be the case, the competed price remain unchanged. - The contractor's personnel should be on-site for:
- Kick-off meeting
- Onsite workshops (unless otherwise agreed)
- Go-live support
- There will be no requirements to travel to other sites within NATO for completing these tasks.
- Exceptional Travel will concur, the TDY costs will be the responsibility of the contractor and the expenses will be reimbursed in accordance with Article 5.5 of AAS Framework Contract and within the limits of the NCIA Travel Directive. They will be invoiced separately to the purchaser by the service provider, in accordance with the terms and conditions of the framework agreement. These additional travel costs are considered an extra charge to the overall bid price
- NCIA Hours of Operations: Monday to Thursday 0830 - 1730 and Friday 0830 - 1530 (CET)
- The service will be conducted during normal office hours following the NATO HQ / Braine l'Alleud calendar,
- NCIA in Braine l'Alleud recognized Business hours and Official Holidays schedule will be provided to the contractor.
- Contractor shall furnish everything required to perform the contract except for the items specified and covered under NCIA Furnished Property and Services below.
- Access to relevant networks and environments will be provided by NCIA
- Service is to be performed on the NCI Agency network(s) and appropriate hardware and connectivity will be provided by the NCI Agency, for the duration of this contract, and is to be returned upon completion of the contract.
- The resource must hold a valid security clearance (NATO SECRET)
- Reports to: Project Manager, Corporate Planning Solution (NCI Agency)
- Regular updates and progress reporting as per milestone reviews
Purpose:
- NCIA is seeking for this Consultancy Work a senior Oracle Enterprise Performance Management (EPM) SME with the following qualifications.
- Bachelor's or Master's degree in Finance, Accounting, Information Systems, or a related field.
- A Minimum 5 years of implementation experience with Oracle Cloud EPM including at least one full-cycle implementation with one of the Oracle EPM Modules such as Planning and Budgeting (PBCS), Financial Consolidation and Close (FCCS), Account Reconciliation, and/or Enterprise Data Management (EDMCS), and a strong understanding of financial and management reporting processes
- A Minimum of 24 months EPM Project implementation experience in the last 5 years
- A Minimum of 3 project references proving Hands-on functional expertise in setting up Oracle Planning and Budgeting Cloud Service (PBCS) / EPBCS including workflows and workforce management and additionally experience with at least one of the below Oracle EPM modules:
- Financial Consolidation and Close Cloud Service (FCCS)
- Account Reconciliation Cloud Service (ARCS)
- Enterprise Data Management Cloud (EDMCS)
- A minimum of 5 years business analyst experience demonstrating experience with review and optimization of financial processes (e.g., FP&A, close & consolidation, intercompany eliminations, allocations, reconciliations).
- Proven Knowledge of Smart View, Financial Reporting Studio, and Data Management/FDMEE.
- A minimum of 2 project references proving experience with integrations between EPM and source systems (ERP, HCM, etc.).
- Background in consulting or large-scale transformation programs.
- Oracle EPM certifications are a plus.
- Experience working in Agile or hybrid project environments.
- Have experience with public sector entities and/or international organisations.
- Excellent communication, analytical, and problem-solving skills.
- Ability to write detailed functional design documents based on new or changed business requirements.
- Able to review business procedures and functional setup.
- Experience in making recommendations for changes, improvements etc. based on best business practices.
- Able to prepare, run and document unit tests, system tests and user acceptance tests.
- Familiarity with security models, access provisioning, and audit compliance in EPM.
- Basic SQL and SQL*Plus knowledge.
- Familiarity with configuration management / versioning procedures and tools.
- Able to work under pressure, on own initiative and without constant supervision, to strict and tight deadlines.
- Experience of working in a team that delivers a highly available service.
- Exposure to scripting (Groovy, Calc Manager, EPM Automate) is a plus
