Introduction:
- To strengthen the Alliance through connecting its forces, the NCIA delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances' business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.
- ACT and the NCIA are jointly pursuing the development and deployment of a Space Domain Awareness (SDA) system. This system is envisioned as minimum viable product for fulfilling some of the Space Domain Awareness operational requirements.
- The NATO Communications and Information Agency (NCIA), Chief Technology Office (CTO), Space Technology and Resilience Team (STAR) located in The Hague, The Netherlands, is currently involved in the development and deployment of new capabilities for NATO in cooperation with ACT, and as such is looking for a devops expert with full stack expertise.
- The main objective of this statement of work is to seek support in development and deployment of IT solutions for SDA systems.
- The CTO-STAR is looking for devops expertise coupled with full stack knowledge.
Under the direction of the CTO-STAR, the Contractor will deliver services related to the following main activities:
- Build and manage cloud infrastructure on Microsoft Azure, including Azure App Services, Azure Functions, and Azure Kubernetes Service (AKS).
- Set up and maintain CI/CD pipelines to automate testing, building, and deployment.
- Collaborate closely with a small team to improve system reliability, scalability, and performance.
- Troubleshoot and optimize applications and infrastructure for high availability and security.
- Participate in code reviews, architectural discussions, and best practice sharing.
- Develop and maintain responsive, user-friendly web applications using React.js and TypeScript.
- Design and implement backend services and APIs using Python.
- Support the deployment of prototype systems (e.g., SDA Dashboard) on NU and NS networks.
- Advise STAR team on deployment solutions and options available within NCIA, according to NCIA CIS architecture.
- The services will be delivered in Sprints, and each sprint will have the duration of 1 month.
- The content and scope of each sprint will be agreed during the sprint-planning meeting, in writing, based on the activities mentioned above.
- Complete the activities/tasks agreed in each spring meeting.
- Produce sprint completion reports (format: e-mail update), which include details of activities performed. Specifically, the reports and products delivered and meeting attended to support the product development.

- Contractor: To provide deliverables identified above.
- The Contractor shall deliver services on-site in NCIA, The Hague, NLD.
- The Contractor will be provided with a workspace at NCIA, The Hague, NLD.
- The Contractor shall report to the Head, STAR.
- The Contractor will provide services during NCIA business hours for day-to-day tasking and supervision of personnel work assignments, subtask activity definitions, travel/TDY requirements and work quality assurance, performance evaluation. Sign-off any given task will be the responsibility of the CTO, Head STAR at the NCIA.
- The Contractor shall participate in weekly status update meetings and other meetings, physically in the office, or in person via electronic means using Conference Call capabilities, according to service delivery manager's instructions.
- For each sprint to be considered as complete and payable, the contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in writing, within three (3) working days after the sprint's end date. A report in the format of a short email shall be sent to NCIA POC briefly mentioning the work held and the achievements during the sprint.
- All the documentation provided under this statement of work will be based on NCIA templates or agreed with project point of contact.
- All scripts, documentation and required code will be stored under configuration management and/or in the provided NCIA tools.
- This is a deliverables-based contract.
- The contractor shall provide services On-site NCIA, Den Haag, NLD. Exceptional off-site activities to support service delivery can also be arranged with the line manager's coordination and approval.
- There may be requirements to travel to other sites within NATO for completing these tasks.
- Travel costs are out of scope and will be borne by the NCIA separately in accordance to the provisions of the AAS+ Framework Contract.
- The work depicted in this SOW is expected to be carried by a single contractor.

The consultancy support for this work requires junior political science graduate with the following qualifications:
Technical Qualifications:
Essential:
- Motivated, good communication skills, team player
- 2 Years' experience as a DevOps Engineer
- Hands-on experience with Microsoft Azure (Azure App Services, Azure Functions, AKS, Azure DevOps)
- Experience with CI/CD tools (e.g., Azure DevOps, GitHub Actions, Gitlab)
- Good working knowledge of infrastructure as code (IaC) and containerization (Docker, Kubernetes)
- Strong problem-solving skills and the ability to work independently in a team
- Flexibility and willingness to learn on the job—we value adaptability and a proactive attitude
- Familiarity with database systems like PostgreSQL
- Nationally recognized/certified university qualification on computer science / programming
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 3 years extensive and progressive expertise in duties related to the function of the post
- Experience with monitoring and logging tools (e.g., Azure Monitor, Application Insights)
- Knowledge of serverless architectures and event-driven systems
- Familiarity with security best practices and compliance standards
- Experience with working in a closed environment
- Experience using React.js and TypeScript
- Experience with implementing backend services and APIs using Python
