• Ensure successful delivery of TOPFAS training iterations at the NCI Academy in Oeiras, online, and as Mobile Training Team (MTT) events.
• Develop, adapt, and update TOPFAS training material in line with the latest version of the TOPFAS system.
• Provide effective TOPFAS mentoring at the NCI Academy and support customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partner Nations.
• Conduct successful testing of new TOPFAS software releases based on User Acceptance Tests as directed by the TOPFAS project manager or designated task leader.
• Manage TOPFAS iteration delivery both in-house and as Mobile Training Team events.

Scope of Work:
Training Courses
The training delivery shall be carried out at the NCI Academy in Oeiras location or at NATO and National Headquarters with the host authority providing the training environment and access to the TOPFAS application.

Each course delivery iteration shall include preparation and coordination, course delivery and end of training report on the course conduct, results, and recommendations for continuous improvement of the course, in accordance with NCI
Academy Standard Operating Procedure ASOP 07.01.10 and TOPFAS Section head D&G.
 
TOPFAS iterations management:
Liaise with instructors, Learning Coordination and Support Branch (LCSB), and students to ensure smooth course execution. Prepare iteration related documentations Admin Instructor (AI) and act as first POC for any issue related to the TOPFAS iterations.
 
Training Material update:
TOPFAS training materials (course handbook, worksheets, lesson plans, and PowerPoint presentations) shall be updated by the contractor to reflect changes in the TOPFAS system due to the release of new versions/updates (expected twice a year). Additional content shall be developed to cover new functionalities or operational
procedures introduced with these updates.
 
TOPFAS Course adaptation
Review the course content to ensure it aligns with significant changes in the Performance Objectives, as well as the Enabling and Learning Objectives. This may necessitate a major reorganization of course modules and the associated lesson schedule including a review of the Course Control Documents.
 
TOPFAS mentoring
TOPFAS Mentoring shall be provided at the NCI Academy in Oeiras location or at NATO and National Headquarters. The contractor shall provide mentoring for any of the TOPFAS tools (OPT, SAT, CAT, OMT, UMT, TWP) as indicated by the TOPFAS project manager or designated task leader.
Each mentoring iteration shall include preparation, coordination, delivery, and an end- of-activity report on the conduct, results, and recommendations for continuous improvement.
 
TOPFAS software testing
TOPFAS software testing shall be conducted using the NCI Academy Training Network for any of the TOPFAS desktop tools (OPT, SAT, CAT, OMT, UMT, TWP) as directed by the TOPFAS project manager or designated task leader.
Each testing activity shall include preparation, coordination, testing, and an end-of- testing report on the activity conducted, results, and recommendations for continuous improvement.
 
TOPFAS Instructor manual development (OPT, SAT, CAT)
Develop an instructor manual, including standard NCI Academy presentations and lesson plans, to support instructors and trainers in delivering TOPFAS courses, as indicated by the TOPFAS Section Head. Lesson plans must be delivered in accordance with NCI Academy Quality Assurance standards.
 
Coordination and Reporting:

• The contractor shall coordinate the scheduling of each training delivered with the TOPFAS section head or their designated representative and the Learning Coordination and Support Branch point of contact. Travel arrangements should not be booked until after a course is 'Confirmed' in the Training Management System. The contractor shall complete, and review with the TOPFAS section head, the Quality Assurance "Quad" report within a week after the training event.
• Work on updating the training material should only commence after the training section head has authorised it. The training section head shall have at least two weeks to review and accept the updated training material prior to it being used for a course iteration.

Practical Arrangements:

• The services provided shall be conducted predominantly at the NCI Academy in Oeiras with travel to NATO or National customer's locations in a Mobile Training Team (MTT) format. Any travel under this Contract requires the prior coordination with and approval of the NCIA Project Manager. Moreover, the TOPFAS Section head may authorise for a limited time the Contractors to work from his home location. In any case, travel arrangements shall be the responsibility of the contractor and all travel costs are included in the deliverable price.
• The contractor shall provide services under the direction and guidance of the TOPFAS section head or their designated representative. The NCI Academy will provide the service contractor with access to the Academy
  facilities, learning environment and business tools as required.

Qualification:
Qualifications and Experience:
This work requires a TOPFAS instructor with the following qualifications and experience:

• The candidate has a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract.
• Fluent in English and must be able to read and write technical and user documentation.
• Advanced knowledge of TOPFAS Version 7, including TOPFAS OMT, OPT, SAT, CAT and TWP.
• TOPFAS Trainer course qualification for SAT, OPT and CAT, and with in-depth experience of TOPFAS course delivery.
• Experience in delivery of TOPFAS User Courses (OPT, SAT, CAT) not less than 3 years.
• Experience in update and creating training content not less than 3 years.
• Advanced knowledge of word processing and graphics presentation tools
• .Working knowledge of spreadsheets, e-mail Clients and Web Browsers.
• Working knowledge of videoconference tool and Learning Management System.
• Deep knowledge and experience of NATO's doctrine and standards relevant to Operations Planning.
• Knowledge and experience with NATO Command Structure and NATO Force Structure.
• Experience with development of technical documentation, training materials and instructional aids not less than 3 years.
• Experience working in an International environment with Military and Civilian elements not less than 3 years.

Desirable qualifications and experience:

• Knowledge and experience of working with NCI Agency.
• Knowledge and experience of working with the NCI Academy.
• NATO CIS Technical Instructor or equivalent qualification.
• Experience in delivery of live online courses.
• Knowledge of and experience with other existing NATO C2 and Functional Services (INTEL FS, LOGFAS, NCOP, AIRC2IS etc.).
• Knowledge of modern education technologies (e.g. electronic whiteboards, training videos) and authoring tools.

Language Proficiency:
Level 3 English language skills according to NATO STANAG 6001: Listening (3); Speaking (3); Reading (3); and Writing (3) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level.
