Period of Performance: BASE 2026: 01 November (Tentative) 2026 - 31 December 2026.
 
Required Security Clearance: NATO SECRET

Objective
 
The objective of this statement of work is to:
 
Enable the NCI Academy to deliver high-quality, timely and standardized training iterations to NATO and partner personnel through resident, online and Mobile Training Team (MTT) delivery.
 
Scope of Work
 
Course Delivery
 
The Contractor's personnel shall prepare, coordinate and deliver training iterations delivered at the NCI Academy in Oeiras, online, or at NATO and National Headquarters, as required. The service contractor is tasked to initiate the preparation of the environment upon confirmation of the course execution (normally six weeks prior the scheduled start date). The service contractor is responsible for liaising with stakeholders to plan and execute any preparation needed to deliver the course.
 
Training Material Update (A&M)
 
Software version advancements may require updates to the existing training material. This activity is referred to as Course Availability and Maintenance (A&M) and ensures that training material remains aligned with the current software version, applicable procedures and training standards.
 
Software Installation & Configuration
 
Install, configure and validate the specified NATO Functional Services (FAS) software on the agreed target systems, including required dependencies, configuration and basic testing.
 
Requirements
Qualifications and Experience
  • The candidate must have a NATO SECRET security clearance, provided by the national security organization valid at the time of submission of the bid and covering the period of the contract.
  • The instructor must be fluent in English and must be able to read and write technical and user documentation.
  • The instructor must have advanced knowledge of the following FAS systems: JTS, FAST System, INTEL-FS admin, LOGFAS, TOPFAS, NCOP, ICC, combined with in-depth experience of course delivery towards user and operators of the systems mentioned.
  • The instructor must have deep knowledge and experience of NATO's doctrine and standards relevant to Common Operations.
  • A NATO CIS Technical Instructor or equivalent qualification is preferred.
  • Knowledge on interoperability between C2FS FAS systems is preferred.
  • The instructor must have knowledge and experience with NATO Command Structure and NATO Force Structure.
  • The instructor must have experience in stakeholder management and NATO exercise attendance.
  • The instructor must have experience with development of technical documentation, training materials and instructional aids.
  • The instructor must have experience working in an international environment with Military and Civilian elements.
