Requirement: Provision of Supplemental Instructor Services for NATO SATCOM TSGT G3 Level 1 and Level 2 Training
Location: Primarily NCI Academy, Oeiras, Portugal; potential Mobile Training Team delivery at agreed NATO or national facilities within NATO member countries.
Cost Not to Exceed: 2027 BASE NTE : 105,300 EUR
Period of Performance: BASE 2027: 18 January(Tentative) 2027- 31 December 2027
Required Security Clearance: NATO SECRET

- Current National or NATO SECRET clearance
- Nationality of one of the NATO member countries
- Current work visa for the specific location if applying for an in-country position
Objective
The objective is to support the NCI Academy in delivering technically accurate, timely and consistent TSGT G3 operational training while retaining internal instructional participation and oversight.
The Contractor shall contribute to:
- Delivery of the planned Level 1 and Level 2 course iterations.
- Instructor readiness and current knowledge of relevant systems and procedures.
- Preparation and validation of the assigned training resources.
- Completion of post-course administration, equipment recovery and improvement activities.
- Effective theoretical instruction, demonstrations and practical training.
Course Delivery
The Contractor's personnel shall prepare, coordinate and deliver training iterations delivered at the NCI Academy in Oeiras, online, or at NATO and National Headquarters, as required. The service contractor is tasked to initiate the preparation of the environment upon confirmation of the course execution (normally six weeks prior the scheduled start date). The service contractor is responsible for liaising with stakeholders to plan and execute any preparation needed to deliver the course.

The proposed instructor shall demonstrate:
- NATO SECRET clearance meeting Section 9.
- Fluency in English and the ability to read and write technical and user documentation.
- Deep knowledge and experience of NATO TSGT G3 SATCOM terminals.
- In-depth experience delivering training to users and operators of those systems.
- Experience developing technical documentation, training materials and instructional aids.
- Experience working in an international environment involving military and civilian personnel.
