Duties and Role:
- Lead technical work packages in 5G and Next Generation Networks projects with a focus on standardization, technology development, spectrum management, and testing/experimentation.
- Lead exploratory efforts (including experimentation, prototyping, and support to military exercises) to ensure that NCIA is able to make a significant contribution to the military application of Next Generation Networking technologies, with a focus on 5G and 6G technologies;
- Providing advice, analysis, and recommendations to NCIA Leadership on technology and related innovation fields relevant to ICT capabilities and services in the domain of Next Generation Networks.
- Supporting the development and update of the NCIA Technology Strategy in the area of Next Generation Networks with a focus on defining and updating emerging technology roadmaps.
- Developing and sharing best practices and subject matter expertise across the Agency in the domain of next generation networks, particularly in IMT standards and technologies.
- Engaging with industry and academia as well as other relevant multinational bodies in the science and technology domain with a particular focus on the application of 5G and 6G IMT technologies;
- Performing other duties as may be required.
- The candidate must have a currently active NATO SECRET security clearance
- A Master of Science (MSc) degree at a nationally recognised/certified university in Engineering, Computer Science, Data Science or a related discipline with 3+ years post-related experience,
- Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject with 5+ years post related experience;
- Multi-disciplinary technical background across the full range of ICT and/or C3 capabilities with a particular focus on the application of emerging dual-use technologies in the domain of next generation networks (e.g. telecommunications and 5G);
- Experience in integrating next generation network technologies (e.g. 5G/6G) into operational systems and services;
- Experience in conducting of analyses and development of concepts in the areas of next generation networks for ICT services and/or C3 capabilities, with proven contributions to the state of the art.
- Proven ability to apply architecture methodologies to express complex systems of systems in architectural terms and models of varying detail;
- Experience in research and development projects and/or programmes in the areas of ICT services and/or C3 capabilities and managing technical and/or programmatic complexity and risk;
- Proven ability to communicate effectively in English both in writing and orally with excellent briefing skills to different types of audiences, including authoring high-quality reports and providing briefings to senior stakeholders.
- Experience participating in and contributing to standardization of telecommunications technologies (e,g, 3GPP, ITU, IMT standards);
- Experience with military applications of 5G/6G technologies;
- Experience in the management of innovation activities in ICT services and C3 capability areas, including radio-frequency spectrum management and policy, and in interacting with national or multinational innovation ecosystems;
- Proven ability to identify future technology trends, on the basis of sound horizon scanning, and to convert insights into actionable opportunities for the development of new ICT services and capabilities;
