Duties and Role:
Under the general direction of Lead, Service Area - HR Applications Support, the incumbent will perform duties such as the following functions:
- Builds and maintains strong relationships with the NCI Agency Chief People Office and external Human Resources and ensures strong partnership with counterparts in other internal and external service centres and NATO Bodies;
- Independently, but following broad objectives and agreed plans, bridge the gap between customers and our technical team by collecting, clarifying and analysing business needs and translating them into technical requirements for the full Employee Life Cycle and related processes;
- Analyse needs and requirements to maintain and further develop up-to-date technology knowledge related to Human Resources applications;
- Supports the NBAC technical team in the service delivery to ensure highest possible customer satisfaction;
- Independently creates and coordinates release decks in preparation of application updates and upgrades;
- Take lead roles during the implementation of new / update of existing Human Resources applications;
- Prepare and deliver functional training for new and/or in-service Human Resources applications;
- Performs any other duties as may be required;
- Deputize for higher grade staff, if required.

The incumbent is responsible for:
- Establishing and maintaining close partnerships with internal NCI Agency communities and external stakeholders;
- Promote and maintain professional relations with human resources officers in other NATO organizations and other external bodies.
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post;
- In depth knowledge and experience of transactional human resources processes, preferably gained in a fast paced, high volume HR Operational environment.
- Prior experience of working in an international environment comprising both military and civilian elements;
- Prior experience of the implementation of Human Resources applications, ideally in a lead role.
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
- A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable; NOTE: Most of the work of the NCI Agency is conducted in the English language.
