Duties & Role:
The Senior Project Portfolio Analyst will be responsible for overseeing the planning, tracking, and governance of a diverse portfolio of digital workplace projects. This includes large-scale transformation projects, smaller deliveries, and ongoing support contracts. The senior analyst will ensure project portfolio alignment with NDWC's strategic objectives, optimize resource allocation, and provide actionable insights to leadership.
Specific duties will include:
Portfolio Oversight
- Build and maintain a centralized view of all active and planned NDWC projects
- Monitor project health across cost, schedule, scope, and risk dimensions
- Ensure consistent reporting and escalation protocols across the portfolio
- Facilitate regular portfolio reviews with NDWC Group heads, project managers and other stakeholders
- Ensure compliance with NCIA policies and governance requirements
- Track and forecast portfolio budgets, including CAPEX/OPEX breakdowns.
- Support financial reporting and variance analysis across projects and contracts.
- Collaborate with project managers and Finance to ensure accurate billing and cost recovery
- Analyse resource demand vs. availability across the portfolio.
- Identify bottlenecks and recommend mitigation strategies.
- Support workforce planning and contractor utilization.
- Design and maintain dashboards for portfolio KPIs and metrics.
- Provide insights and recommendations based on data trends.
- Prepare executive-level reports and presentations.
- Act as a liaison between delivery teams, support functions, and senior leadership.
- Facilitate communication and alignment across cross-functional teams.
- Support change management and adoption strategies.
Specific Working Conditions: Travel to other NATO locations (primarily in Belgium) will be required on a monthly basis
Requirements:
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- Proven experience (3-5 years minimum) in portfolio analysis and/or management within IT or digital transformation environments
- Strong analytical and financial acumen
- Proficiency in portfolio management tools (e.g. ServiceNow, Power BI, Jira, etc)
- Excellent communication and stakeholder management skills
- Experience with various project management approaches (waterfall, Agile, etc)
- Experience working in large, complex organisations will be an advantage.
