Duties & Role:
NCI Agency Resource Portfolio Management (RPM) Offices are implemented across its Business and Functional Areas. In support of Head of the Organisational Element, the RPM Office primary role is to lead planning, monitoring and reporting activities at Level 1 over the financial and resource, portfolio (projects and services), and workforce management in Organisational Entities, and functionally towards the Corporate Functional Areas (Finance, COO, CPO) with respect to Corporate Planning and Execution Monitoring processes.
The Senior Officer (Resource and Portfolio Management) works in close coordination with the Head RPM Office and COO, and is responsible for the business planning, execution, and portfolio management related duties of the RPM Office.
The stakeholder relationship management responsibilities for RPM Office are primarily focused on internal and corporate stakeholders such as FC, COO and CPO.
Portfolio management
- Engages and influences senior managers to ensure the portfolio will deliver the agreed business objectives.
- Leads the definition of a portfolio of programmes, projects, and/or on-going service provision.
- Plans, schedules, monitors and reports on portfolio-related activities.
- Ensures that each part of the portfolio contributes to the overall achievement of the portfolio.
- Identifies portfolio-related issues.
- Notifies projects/programmes/change initiatives of issues and recommends and monitors corrective action.
- Collects, summarises and reports on portfolio measures.
- Reports on portfolio status as appropriate.
- Supports programme or project control boards, project assurance teams and quality review meetings.
- Takes responsibility for the provision of support services to projects.
- Uses and recommends project control solutions for planning, scheduling and tracking projects.
- Sets up and provides detailed guidance on project management software, procedures, processes, tools and techniques.
- Provides basic guidance on individual project proposals.
- May provide a cross programme view on risk, change, quality, finance or configuration management.
- Investigates business situations where there is some complexity and ambiguity.
- Adopts holistic view to identify and analyse problems and opportunities.
- Contributes to the selection of the approach and techniques to be used for business situation analysis.
- Conducts root cause analysis and identifies recommendations for improvements.
- Engages and collaborates with operational stakeholders.
- Gathers, maintains and analyses workforce capability data.
- Performs gap analysis to identify workforce strengths and shortfalls with reference to business strategy and specific future needs.
- Contributes to the development of workforce plans to meet current and future demand.
- Coordinates and schedules ongoing workforce planning activities.
- Assists in maintaining a skills and capability inventory.
- Studies and evaluates the audit trails of various operational processes.
- Participates in the testing, review and analysis of existing internal controls.
- Applies new technology-based solutions to specific internal control processes.
- Completes, files and maintains forms used for internal control documentation.
- Makes recommendations for the enhancement of certain internal controls.
- Fund Manager for the CIO Travel budget
- Lead development and reporting on CIO KPIs
- Managing CIO inputs in Tasker Tracker for Agency-wide staffing and coordination process of key documents/deliverables
- Deputise for higher grade staff, if required;
- Performs other duties as may be required.
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post.
- Work experience and elementary financial knowledge on funding streams and resource planning and levelling budgets.
- Work experience in resource management, including the planning for and allocation of costs and resources.
- Prior experience using SNOW and EBA a plus
