Introduction:
- The NATO Cyber and Digital Transformation (CDT) Division, led by the Assistant Secretary General (ASG), ensures ICT coherence across NATO's 50+ civil and military bodies, serving over 25,000 users. Reporting to the Secretary General, the ASG oversees enterprise directives and advises on IT acquisition and services.
- The ASG has designated 2026 as "the Year of the Cloud," emphasizing adoption and acceleration to modernize NATO's ICT, maintain strategic advantage, and advance multi-domain operations. This initiative is core to optimizing operational effects, ensuring C2 superiority, and driving transformation.
- Cloud technology is vital for enhancing operational efficiency, reinforcing security, fostering rapid innovation, and enabling interoperability. By leveraging Cloud and AI, NATO and Allies seek to strengthen warfighting capabilities, support data-driven decision-making, and align with strategic objectives.
- The migration to Cloud infrastructure will provide scalable resources, advanced technologies, and robust decision-making tools, all while ensuring the confidentiality, integrity, and availability of classified information. This bold shift positions NATO and potentially the Alliance to harness emerging technologies while safeguarding security and maintaining a competitive edge across all domains.
- To achieve this, the CDT seeks expert support for managing and coordinating key Cloud adoption initiatives both at Enterprise and Alliance level. The candidate will act as a Project Manager to ensure successful execution of initiatives, aligned with strategic goals and timelines. They will facilitate communication between stakeholders and project teams for seamless collaboration. Additionally, the contractor will help organize and manage Cloud workshops with relevant stakeholders to tackle specific project-related issues, bring coherence and improve Cloud governance aspects. The awardee will maintain a comprehensive overview of the assigned projects, detailing target architectures, ongoing use cases and strategic milestones.
The Cloud Project Manager will contribute to the success of NATO's cloud acceleration initiatives by executing project management of key cloud initiatives, supported by proper stakeholder management. Integrated in the Enterprise Architecture team within the CDT Capability Coherence Section, this role ensures the alignment of efforts and drives progress toward cloud adoption goals at NATO.
The scope of this work includes three tasks:
Task 1: Project Management
The contractor shall lead the coordination and steering of flagship cloud acceleration projects within CDT, ensuring technical and strategic alignment across the NATO Enterprise and Alliance.
Key Responsibilities:
- Project Planning and Execution: Develop and execute project plans that align with agreed upon mandate in the context of cloud adoption. Manage project timelines, budgets and resources.
- Team and Stakeholder coordination: Facilitate collaboration between cross- functional teams, including technical, business, and industry stakeholders.
- Risk and compliance management: Identify potential risks, develop mitigations, and proactively address challenges in coordination with senior leadership when required.
- Oversee required activities to meet compliance with policy. Key activities include Security Accreditation of CIS.
The contractor shall lead and/or support coordination of NATO boards and/or committee sessions in support of cloud adoption activities.
Key Responsibilities:
- Organization and/or supporting of relevant boards such as the Cloud Strategy Group (coordination body for NATO Enterprise Cloud Adoption).
- Representing CDT during board or committee sessions on topics relevant to Cloud Adoption.
The contractor shall act as a focal point for internal and external stakeholders.
Key Responsibilities:
- Manage Stakeholder Engagements: Coordinate and manage interactions with key stakeholders—including program teams, security accreditation bodies, business owners, and service providers—to guarantee success in cloud adoption endeavours.
- Facilitate Problem-Solving Workshops: Organize and lead in-depth workshops with stakeholders to address complex programmatic challenges, devising actionable solutions to drive cloud adoption forward.
- Deliver Strategic Briefings: Develop and deliver clear, insightful briefings on project-related matters to a diverse range of stakeholders, ensuring understanding and alignment of goals.
- The contractor reports to the assigned CDT Team Lead. Status reporting will be conducted either on-site at NATO HQ Brussels or through a scheduled conference call, based on what is most effective and feasible. The preference and availability of the CDT assigned Team Lead should be considered in determining the mode of communication.
- The contractor shall comply with all general rules, terms, and conditions applicable to working within the CDT at NATO HQ Brussels. This includes security protocols, data protection guidelines, and any specific operational procedures.
Occasional business travel may be required. Travel expenses will be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules.
Security and Non-Disclousure Agreement:
The contractor must be in possession of a NATO SECRET security clearance.
A signed Non-Disclosure Agreement will be required.

Profile
The applicant must be able to demonstrate knowledge and experience on the following set of skills.
Mandatory qualifications
- Demonstrated relevant experience (5+ years) in driving Cloud Adoption and Digital Transformation within NATO or similar high-security government environments.
- Certified project management professional (PMP, PMBOK, or PRINCE2) with proven experience in ITIL-based Service Management, IT governance (e.g. COBIT) and Organizational Change Management.
- Strong communication skills in English with the ability to develop (in written-form) and present complex concepts in a clear and succinct manner.
- The awardee must hold a NATO SECRET Security Clearance.
Desired qualifications:
- Relevant knowledge of NATO Security Accreditation Policy.
- Proven ability to navigate complex multi-national environments (e.g., NATO/military contexts), building high-trust relationships across diverse organizational functions.
- Demonstrated experience in on-premise datacentre operations and/or implementing air-gapped/on-premise cloud computing capabilities.
- Understanding of Enterprise Architecture frameworks (e.g., TOGAF), and service management (ITIL).
