Special Terms and Conditions:  The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.
 
Introductiom:
  • The NATO Cyber and Digital Transformation Division (CDT) is developing the NATO Repository of Allied Cyber Responses, an Alliance-wide tool that consolidates information on significant malicious cyber activities targeting Allies, threat actor profiles and the responses taken by Allies. The aim is to strengthen shared situational awareness, identify response patterns, support strategic decision-making, and strengthen coherence across the Alliance.
  • As the Repository enters its final development phase and prepares for launch in Q1 2026, CDT requires the support of a dedicated Project Manager to oversee delivery, coordinate contributors, support testing and onboarding processes, establish governance routines, and ensure effective transition from development into sustained operational use.
  • In addition, efforts are underway to streamline the Cyber Defence Pledge (CDP) process, NATO's flagship mechanism to track Allied cyber resilience postures. The Project Manager will be required to help manage the workflow through the Pledge's annual cycle, leading project management from initial delivery and subsequent processing of Allied self-assessments, execution of Allied bilaterals, and data analysis in support of reporting to Allies.
  • We are seeking a well-rounded professional with strong project management skills, excellent communication abilities, and experience working in complex, multi-stakeholder environments. Knowledge of NATO's political and cyber structures is a strong asset
Tasks:
 
The contractor will effectively and efficiently provide the following services:
 
Repository: Provide Support to Project Leadership and assume full project management after launch
  • Tasks include: Support the lead Project Manager during the final development and pre-launch phase, including coordination with the development team and stakeholders; Assist in tracking timelines, deliverables and risks during the run-up to launch; Ensure all technical, analytical, and governance elements required for launch are aligned and delivered on time; Upon completion of implementation (post-launch), assume full responsibility for day-to-day project management, including scheduling, coordination, documentation, issue tracking, and continuous improvement, including further development activities for the Repository.
  • Measurement: Smooth handover achieved; Repository launched on schedule with no disruption in project oversight.
  • When: continuously throughout 2026.
Repository: Provide support in Onboarding of Allies
  • Tasks include: Preparing an onboarding package (login guidance, FAQs, short video tutorials); Organising onboarding webinars for first-time users across 32 Allies; Coordinating account creation with internal NATO technical services; Tracking onboarding progress and reporting outstanding gaps or issues.
  • Measurement: Allies receive timely onboarding materials and support; onboarding activities completed according to schedule.
  • When: Q2-Q3 2026.
Repository: Continuous Project Management & Coordination
 
Tasks include: Running regular coordination meetings with internal teams and contractors; Maintaining project documentation; Monitoring progress and reporting status to senior management; Preparing briefing notes, slide decks, speaking points, and demonstration materials related to the Repository; Ensuring alignment with related initiatives.
Measurement: Weekly coordination meetings held; updated project dashboard and reports delivered.
When: continuously throughout 2026.
 
Repository: Stakeholder Engagement
  • Tasks include: Liaise regularly with EuRepoC as the primary data provider to coordinate data delivery schedules and ensure alignment with NATO requirements; serve as a focal point for coordination with SITCEN which provides technical platform; ensure continuous liaison with internal stakeholders (CyOC, CTAB etc.).
  • Measurement: sustained, timely and effective engagement with all relevant stakeholders.
  • When: continuously throughout 2026.
Repository: Manage funding aspects associated with data acquisition
  • Tasks include: preparing funding documentation for approval, tracking financial execution, liaising with divisional budget officers to secure timely and compliant funding approvals.
  • Measurement: Financial documentation is prepared timely and with required quality preserved.
  • When: continuously throughout 2026.
Repository: Develop proposals for the future evolution of the Repository
  • Tasks include: develop proposals for the future evolution of the Repository by identifying functional and analytical gaps, developing proposals for enhancements, preparing an evolution roadmap, and handling engagement with SITCEN, EuRepoC, and other stakeholders on next-generation capabilities and long-term sustainability.
  • Measurement: Delivery of a clear evolution roadmap with short-, medium-, and long-term proposals.
  • When: Q3 2026 and thereafter.
Repository: Lessons Learned & Continuous Improvement
  • Tasks include: capture lessons learned during development, testing and launch of the Repository, conduct after-action reviews with stakeholders, and convert findings into actionable recommendations for improving tool functionalities, data quality, and user engagement.
  • Measurement: lessons learned are captured, reviewed and changes implemented on annual basis.
  • When: throughout 2026 and beyond.
CDP: Provide Support to Project Leadership and assume full project management after launch
  • Tasks include: Support the lead Project Manager during the data processing and analysis stage, including coordination with Allied representatives to facilitate Pledge bilaterals; Assist in tracking workflow of Allied analysis and task management through Q1-Q2 2026 and create a structured workflow that leverages the new process delivered by the Data Engineer for the Pledge data portal; Ensure all process aspects run smoothly to execute professional bilaterals, including some bilaterals delivered off-site in Allied nations as relevant, until technical, analytical, and governance elements required for launch are aligned and delivered on time; Upon completion of implementation (post-launch), assume full responsibility for day-to-day project management, including scheduling, coordination, documentation, issue tracking, and continuous improvement, including further development activities for the Repository.
  • Measurement: Smooth handover of tasks achieved; Repository launched on schedule with no disruption in project oversight.
  • When: continuously throughout 2026.
Profile 
Required Profile:
  • Proven project management experience in complex, multi-stakeholder environments.
  • Excellent written and oral English.
  • Ability to brief senior management clearly and concisely.
  • Experience developing project documentation, SOPs, roadmaps, or guidance materials.
  • Strong organisational skills and attention to detail.
  • Ability to work independently and proactively.
  • Able to translate technical issues into policy-friendly language.
  • The candidate must have a NATO SECRET security clearance.
Desirable Profile:
  • PM certifications (e.g., PRINCE2, PMP, Agile).
  • Experience working with NATO structures.
  • Experience managing digital platforms.
  • Experience working in cybersecurity/cyber defence related disciplines.
