Introduction:
  • The Cyber and Digital Transformation Division (CDT) oversees all aspects of cyber and digital transformation across the entire NATO enterprise and is the principal institutional engine for advancing the Alliance's agenda on those issues. The division also coordinates on all aspects linked to countering hybrid actions. As a fully integrated civilian-military Division, it combines the strategic insight of the International Staff (IS) with the operational expertise of the International Military Staff (IMS), enabling coherent, credible, and actionable advice to NATO's senior decision-making bodies.
  • The Readiness and Operations Directorate ensures that NATO's digital and cyber capabilities are operationally viable, exercised, and maintained at readiness. It plays a pivotal role in translating developed capabilities into operational outputs and enduring services, supporting real-time cyber defence efforts, digital situational awareness, and service assurance across NATO missions. It leads on training, exercises, operational preparedness, and serves as the primary link with the NATO Integrated Cyber Defence Centre (NICC). Feeding back experiences and lessons identified from operations into strategy, policy, plans, capability  development , and readiness, the directorate enables continuous improvement and reinforces NATO's resilience and responsiveness in the information and cyber domains.
  • The Cyber Readiness (CYR) Section leads and coordinates the implementation of NATO's cyber strategy, policy and governance by ensuring operational readiness and business continuity, resilience and responsiveness, contributing to the continuous monitoring and improvement of NATO's cybersecurity posture. The Section is established across four functions:
    • Implementation oversight.
    • Framework and directive  development.
    • Learning, training and exercise support.
    • Effectiveness measurement and reporting.
  • The learning, training and exercise support function ensures cyber individual and collective learning, training and exercises across the NATO Enterprise in coordination and complementarity with Alliance-wide initiatives, contributing to the  development  of a skilled and effective cyber workforce for NATO's future.
  • The incumbent will directly support NATO's security accreditation efforts to train new and more accreditors in order to help alleviate the backlog.
Oojective:
  • The Training Coordinator - ICT Security Accreditation will be responsible for delivering an accreditation support learning and  development  interactive toolset that enables process actors to understand, navigate, and execute their responsibilities efficiently. This will be achieved through two distinct but interconnected phases, each building upon the previous to create an integrated solution.
  • The Training Coordinator will be responsible for coordinating the design and delivery of ICT Accreditation learning initiatives and post-activity analysis to ensure they are consumed effectively by the eight (8) stakeholder categories involved in the accreditation process. This will incorporate the  development  and implementation of learning content, including remote and in-person learning possibilities.
  • The service will involve conducting process analysis and stakeholder mapping; formulating role-specific learning pathways; tracking proficiency metrics; and managing stakeholder relationships while contributing to measurable process improvements.
  • It is expected that the incumbent will engage consistently with NATO Education & Training Facilities (namely NCI Academy) for integration into NATO's learning management solutions.
Scope of Work:
  • The CDT Division is seeking a Training Coordinator who will deliver an ICT Security Accreditation Training Package to support NATO's accreditation efforts through a phased approach, comprising Phase 1 - Documentation Aggregation & Wiki Platform (24 August - 31 October 2026) and Phase 2 - Persona-Specific Training Content  Development  (1 October - 31 December 2026).
  • This effort focuses on ensuring process velocity - the speed at which accreditation applications progress from initiation to approval - by ensuring all process actors are informed, enabled, and connected across the accreditation workflow. The package will support Application/Product Owners, Suppliers, NATO Project Managers, Procurement Agents, and Legal Agents to articulate and execute their responsibilities within the accreditation process.
  • The Training Coordinator will work closely with the NATO Security Accreditation Authorities (SAAs), NCIA Accreditation Team, and Learning and  Development  (L&D) communities of interest throughout the NATO Enterprise to build user-centric learning experiences that align with CDT Cyber Readiness mandates.
Tasks:
 
The incumbent must be able to perform effectively and efficiently with minimal supervision the tasks described below.
 
Phase 1 - Documentation Aggregation & Wiki Platform
 
Aggregate all Accreditation documentation and templates into one searchable database delivered as a wiki with process-specific referencing capability, deployed within the Microsoft SharePoint ecosystem.
 
Documentation Audit and Analysis:
  • Collect all existing accreditation documentation across NATO entities.
  • Catalogue all templates, guidelines, procedures, and reference materials.
  • Map documentation to process stages and stakeholder responsibilities.
  • Identify gaps, redundancies, and update requirements.
  • Document the end-to-end ICT Security Accreditation process including decision points, gates, and typical cycle times.
Wiki  Development  and Content Migration:
  • Configure SharePoint environment within NATO Microsoft ecosystem.
  • Develop Wiki templates and page structures for consistent content presentation.
  • Migrate and format existing documentation with appropriate metadata.
  • Implement notification mechanisms for content updates.
  • Create navigation pathways aligned to stakeholder journeys.
  • Enable deep-linking to specific process steps and their relevant documentation.
Phase 2 - Persona-Specific Training Content  Development
 
Create persona-specific training in different formats that pertain to each part of the accreditation process, enabling all process actors to execute their responsibilities with minimal latency.
 
Learning Needs Analysis:
  • Conduct structured interviews with the 3 SAAs, NCIA Accreditation Team, and representative process actors.
  • Identify knowledge gaps and skill  development  priorities per persona.
  • Map training requirements to process stages and decision points.
  • Define proficiency levels (Awareness through Expert) for each role.
Training Content  Development:
  • Develop role-specific remote self-learning training content.
  • Create micro-learning modules (3-7 minutes) where appropriate.
  • Produce video briefings (10-15 per role) covering process overview, role-specific responsibilities, handoff protocols, and common errors.
  • Develop interactive scenarios and knowledge checks.
  • Create quick reference guides and job aids linked to Wiki content.
Multi-Format Delivery
 
Training content will be delivered in multiple formats to accommodate different learning preferences and contexts.
  • E-learning modules:  Purpose: Self-paced foundational learning. Delivery Platform: NATO's Learning Management System (LMS).
  • Video briefings:  Purpose: Visual process explanation. Delivery Platform: LMS + Wiki embedded.
  • Interactive walkthroughs:  Purpose: Hands-on process practice. Delivery Platform: Web-based.
  • Quick reference cards:  Purpose: Just-in-time support. Delivery Platform: PDF + Wiki.
  • Assessment instruments:  Purpose: Proficiency measurement. Delivery Platform: LMS.
LMS Integration:
  • Deploy content to NATO's LMS.
  • Configure learning pathways and prerequisites by persona.
  • Implement proficiency tracking and reporting dashboards.
  • Establish bi-directional links between LMS and Wiki platform.
