Introduction:
The aim of the NATO Digital Workplace project is to align technology, staff and business processes to improve operational efficiency and meet organizational goals. Therefore, this project is focusing on forging productive business collaboration within and beyond natural working groups through supporting the alliance digital transformation, to switch to a working model where all actors are able to connect, communicate, collaborate and share knowledge digitally across the NATO Enterprise.
In 2025, the OCIO – NDW Programme of Work will be a continuation of the efforts that have been started in 2022/2023/2024 focusing on scoping and delivering an effective Digital Workplace that aligns with the NATO 2030 Digital Transformation Strategic Deliverables, such as digital-ready workforce and digital-ready processes.

, which this SOW pertains to. This SOW outlines the requirement for the Company to develop a detailed roadmap for the NATO Digital Workplace (NDW) services and initiatives outlined in the NDW Strategy.
Objectives:
The objective of Work package
2 is to deliver a strategic plan, key initiatives, and steps to transform and optimize the digital environment on the low side and high side. The roadmap should be in alignment with existing documentation and standards.
Scope of Work:
Product/Output:
- The roadmap should assess the current state of the NATO Digital Workplace against the defined target state.
- The roadmap should outline a detailed implementation plan for the 21 high-level initiatives introduced in the NDW Strategy across the three implementation phases and existing classification networks, ensuring full alignment with current documentation, concepts and projects.
- The roadmap should incorporate ongoing feedback from the NATO Enterprise stakeholders to ensure relevance, accuracy and coherence with evolving priorities.
Due to the nature of the collaboration, all members that will be involved in the completion of this statement of work, from the Company’s side, need to be nationals of a NATO Country.
Requirements
Corporate Experience and Qualifications:
The Company should prove their qualification by providing:
- The proposed approach to address the required scope of work and the defined deliverables (maximum 10 pages, A4 size) with sufficient details to allow assessment for feasibility of the proposal. The proposed approach should address the minimum requirements below: Overview of the roadmap with the intended components and approach; An example of successfully implemented roadmap or relevant past projects/case studies; Proposed timelines and team composition.
- Company details and CVs of any assigned resource(s) for the project. It is up to the bidder to propose the size of the team that executes the work and produces the deliverables in the time line allocated.
- A comprehensive financial proposal outlining all associated costs.
