Special Terms and Conditions:  The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO IS, Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.

Profile Description Summary:
  • Within Information and Communications Technology Management (ICTM), the Business Solutions Management (BSM) service oversees and directs the full lifecycle of all NATO HQ IT systems including developing and implementing the comprehensive evolution and transformation of all digital services.
  • The Integration and Coordination Unit (ICU) sits in the BSM service and participates in the implementation, transition and upgrading of software to complement and enhance office productivity as well as to support organisational efforts to institute Digital Transformation and Cloud adoption. In the foreseeable future some of the NATO HQ ICT infrastructure will be integrated into a centralised NATO-wide cloud infrastructure.
  • The Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the related coordination of security accreditation activities.
Division:  International Staff (IS) - ICTM
 
Mission The IS/ICTM, provides ICT support and services to the North Atlantic Council (NAC), its Committees, IS staff, and, when required, to Member and Partner Nation Delegations based in the HQ. The Office comprises of two pillars: Business Solution Management (BSM) and the Digital Information Management Service (DIMS).
 
Vision: ICTM is a recognised and trusted Office for the implementation of ICT-related projects for the IS. PRINCE2 has been adopted as methodology. ICTM follows an approved project management process.

Objective and Scope of Work:
Background:  The Project Manager is responsible for the implementation of new systems and software packages in support of business requirements as well as the coordination of security accreditation activities. They manage multiple projects of varying size and complexity for applications and systems for use in the NATO Headquarters (HQ) environment. The project manager is responsible for scoping, planning, execution and monitoring the projects to deliver on schedule, to budget and compliant with the relevant NATO CIS policies. S/he manages the relationship between technology and business at the project level and is responsible for the resources management, finance management, quality management, control management and business continuity of the projects.
 
Objectives:
  • Delivery of assigned projects according to the agreed scope, time and cost.
  • Follow the existing and approved project management process.
  • Organise and attend project board meetings.
  • Write reports on a regular basis.
 
Duties & Role:
  • Develop project plans under the guidance of the Project Boards;
  • Monitor project progress;
  • Maintain projects' risks and issues registers;
  • Ensure the project gets approval from a security perspective;
  • Develop project documentation as required, e.g. a Project Initiation Document; Highlight report, Exception report, etc.
  • Provide monthly status reports per project to NATO supervisor and respective project board.
Travel:  Occasional travel might be required/expected to other NATO entities.
The amounts for travel and per-diem costs incurred by the Contractor's personnel performing official missions to locations other than Brussels, if the work at such location was authorised by the NATO Service Manager and must be documented with the corresponding NATO Service Manager's travel authorization and the travel tickets and receipts.
Amounts will be reimbursed (outside of this contract) according to NATO Travel on Duty (TDY) cost limitation and standards.
 
Deliverables:
  • Delivery of expected project outcome as described in the agreed requirements;
  • Project documentation as mentioned in paragraph 4 above;
  • Budget forecast per project.
Requirements:
Skill, Knowledge & Experience:
  • The contracted individual must be in possession of an active and valid security clearance NATO SECRET. A signed Non-Disclosure Agreement will be required.
  • Technically oriented university degree (information management, electronic engineering, etc.) or equivalent completed advanced vocational training;
  • Minimum 5 years of experience in ICT project management functions;
  • Proven experience in security accreditation processes;
  • Experience in software development.
  • Additionally, the contractor should have experience in working in an international organization or environment.
  • Good understanding and technical knowledge of the ICT infrastructure & security services (directory services, database, PKI, firewall, etc.), latest software technologies;
  • Good understanding of project management methodologies and tools (PRINCE2);
  • Proven experience in organizing workshops and conducting meetings and presentations;
  • Excellent drafting and communication skills.
  • Desirable: experience with contract or service-level-agreement management.
  • Desirable: experience of implementation of AI solutions and/or migration to the cloud projects.
  • Language requirements: Possess the following minimum levels of NATO's official languages (English): V ("Advanced")
