Total Scope of the request (hours): On the basis of 38 hours per week, a total of maximum 1300 hours is requested (until 31/12/2026).
Period of Performance: 2026 BASE: 25 May 2026 - 31 December 2026, with possibility to exercise the following options:
- 2027 Option: Jan - Dec 2027
- 2028 Option: Jan - Dec 2028

Special Terms and Conditions:
The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO IS, Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.
Profile Description Summary:
- Within Information and Communications Technology Management (ICTM), the Business Relationship Management (BRM) service analyses, validates and ensures that all incoming ICT needs are delivered according to Service Level Agreement (SLA) standards and/or project requirements, supporting the IS staff member throughout the delivery of their enhanced ICT experience.
- The Business Analysis Unit within BRM analyses and describes business requirements for software solutions and business process re-engineering. In addition, it identifies potential technical solutions and business cases, facilitates business change and coordinates solutions' user acceptance and training (as part of an ICT project).
- The Business Analyst is responsible for the preparation of the business requirements and business case, supporting the procurement activities, as well as the follow-up of the project implementation and user acceptance testing activities coordination.
NATO POC for supervision and coordination purposes: BRM Team Lead Business Analysis
Background: The Business Analyst works with the business in order to understand business needs, mission, operating environment, stakeholders, organisation, rules and regulations. The Business Analyst facilitates the Business Processes Re-engineering (BPR) through the implementation of industry best practices. The Business Analyst provides expertise, and produces requirements for any new/change to technology applications; contributing to the development of a change management, training, and testing plan to facilitate the adoption of solutions and processes.
Objectives:
- Developing of adequate analysis as required by the business or the project;
- Recommending optimal solutions according desired scope, time and cost, though a Business Case.
- Follow the existing and approved project management process.
- Contribute and attend project board meetings, as needed;
- Write reports on a regular basis.
- Analyse business needs, map as-is and to-be processes, identify gaps and opportunities for improvement;
- Recommend solutions to the customer though the development of a Business case;
- Prepare business and functional requirements;
- Ensure project implementation is according requirements, help technical analysts and development teams to understand and implement requirements;
- Coordinate and facilitate user acceptance testing;
- Work with budget and procurement officers accordingly;
- Work closely with project manager and other project team members;
Requirements
Skill, Knowledge & Experience:
- The contracted individual must be in possession of an active and valid security clearance NATO SECRET.
- Possess a university degree in information systems, business administration, or a related field;
- Minimum 5 years of experience in ICT business analysis functions;
- Possess excellent written and oral communication skills;
- Have a strong knowledge of business modeling and functional analysis methods (processes and information modeling, use case design, application flow charts, data flows diagram, etc.);
- Have a good understanding of technology and be able to conduct technology watch activities;
- Good understanding of business process methodologies and modeling notations (BABOK, BPMN);
- Good understanding of project management methodologies and tools (PRINCE2);
- Proven experience in organizing workshops and conducting meetings and presentations;
- Excellent drafting and communication skills.
- Desirable: experience of analysis and implementation of AI solutions.
- Language requirements: Possess the following minimum levels of NATO's official languages (English): V ("Advanced")
- Have experience in working in an international organization or environment.
