Introduction
This Statement of Work (SOW) describes the requirement for the services of the Contractor in the NATO CIS Group 3 NATO Signal Battalion Headquarters, Office of the Commander.
 
Scope of Services
  • Assisting in implementation of plans and programs to improve workflow of the NATO Signal Battalion by using new Information Knowledge
  • Assisting in managing content of NIP sites of NATO Signal Battalion, sections of HQ and subordinated units, keeping overview of tasks assigned via TT+ to NATO Signal Battalion and managing workspaces of NATO Signal Battalion's EDMS.
  • Managing the collaboration techniques and tools based on implemented IT and communications technology.
  • Planning, preparing, executing the sustainment and maintenance of all internal training exercises and NATO exercises and operations within 3NSB area of interest.
  • Producing communications plans and orders for training exercises, deployments and support to operations to the deployable CIS organization and ensuring Deployable Communications Modules (DCMs) are compliant with the same standards.
  • In the provision of the required services the contractor will be requested to drive a vehicle, up to 3.5 tones, with passengers for long distances
Background, Work Site Information and Environment
NCISG 3 NSB HQ is located in Bydgoszcz, Poland and co-located with Polish Military Unit in a typical Secure Facility.
The work will be conducted mostly at this location and will be performed mostly in a Normal NATO office working environment. Normal Working Conditions apply.
 
Language
English: Listening, speaking, reading and writing shall be at a NATO level of English 3322 (as per STANAG 6001).
The work both oral and written in the post and in the Headquarter as a whole is conducted mainly in English.
 
Quality Assurance
A formal monthly meeting between the individual and the supervisor/alternative will be scheduled in order to evaluate performance.
 
Travel
The Individual may be required to short duration travel to other NATO Headquarters' and/or NATO Signal Battalions' sites. Reimbursement of NATO TDY for contractor is limited within the scope and amount of the awarded contract clauses.

Knowledge & Qualifications.
Essential Knowledge, Experience and Qualifications:
  • Knowledge and/ or previous 2 years' experience in IKM.
  • Good knowledge of NATO structures and organizations and as well as NATO operational areas.
  • Good knowledge of activities that conduct operational and tactical requirement analysis, and include coordination of policy with external entities and agencies.
  • Knowledge of the overall planning, preparation, execution sustainment and maintenance of training exercises and NATO exercises and operations.
  • Knowledge of producing communications plans and orders for training exercises, deployments and support to operations the deployable CIS organization.
  • Good Communication skills, both verbal and written in English
Essential Qualifications:
  • ITIL Certification(s) at Foundation on an intermediate level: ITIL V3 Foundation, ITIL V3 Operational Support and Analysis (OSA)
  • Formal project management approach Certification: (PRINCE 2 Foundation)
  • Must be familiar with modern office equipment and have adequate computer skills (MS Office at least: Word, Excel, Power Point).
  • Driving licence type B
Essential Experience:
  • 2 years' experience in Information Knowledge Management.
  • Practical experience in working with EDMS and TT+.
  • At least 3 years of previous staff experience (planning of operations) at the military or governmental organization or private companies.
  • Experience with planning and operation management, participating in the overall planning, organizing, and directing of ops and plans, courses.
  • Practical experience in ITIL concept based services implementation.
  • Practical experience by using a formal project management approach (PRINCE2).
Education
  • Higher education (at least bachelor degree) at IT related area and basic training in engineering or related discipline for specific task related skills, with 3 years' experience.
Desirable Qualifications
  • Good knowledge of the Microsoft Project Application.
